Prime Minister Girija Prasad Koirala has said that interim constitution would be amended to address the issues of electoral constituencies and federal system of governance. Addressing to the nation Wednesday mid night, PM expressed the commitment that the constituent assembly would be held in June urging agitating parties to call off the stir and strike and find a solution through dialogue.
PM Koirala said “The issues raised by the Madhesi people have drawn the attention of the eight parties and the government. The government is committed to resolve the just demands of the Madhesis as per the understanding of the eight political parties,”
He promised to increase the constituencies in Madhes based on population and hold elections (for the Constituent Assembly) based on Proportional Representation system on the increased constituencies.
Premier also ensured representation of the Madhesis, Dalits, indigenous and nationalities, women and backward communities through federal system of governance, which would be determined by a new constitution to be made by constituent assembly.
PM Koirala also expected cooperation from all the political parties, civil society and the people. In his address, premier also appreciated the role played by people of Madhes in people's movement and strengthening democracy expressing grief over the loss of lives and properties in the current unrest. He expressed sincere condolences to those who died in the protests and vowed to provide relief to injured ones.
PM’s address came after eight party coalition reached agreement on election system and federalism. According to the agreement, the eight parties will go for a federal system of governance, increase electoral constituencies based on population growth and increase the number of seats to be held on proportional representation basis.
