“Big Nexus behind rhino poaching”
The case studies on the escalating incidents of rhino poaching indicated that the nexus among various governmental bodies related to wild animal and forest preservation and sphere of poachers and smuggler has been promoting endangered rhino poaching.
The series of poaching and acts of releasing the criminals through misuse of authority indicated that there is big protection to the poachers and smugglers, case studies said.
Presenting the findings of case studies at a program titled “Misinterpretation of law: horn smuggler and poachers” organized by Nepalese Federation of Environmental Journalists Forum (NEFEJ), Pravakar Ghimire, a journalist said authority of self decision making in connection to investigating poaching cases was one of the major drawbacks encouraging poachers.
He also said that Pemba Lama alias Yakchhe, arrested in June last year was released after 3 days of his case registration in Rs. 2,39,000 deposits from Kathmandu while the cases of 66 alleged criminals who are in jail, are still on pending.
Drawing reference from the case studies, Ghimire recommended the measures of solutions. He said surveillance to released criminals, activation of anti poaching unites, incorporation of rhino smuggling into severe crime, transformation of rights to investigation from warden to court, justification of jail transferring of alleged criminals, and formation of authorized commission to investigate suspicious verdict among others might be preventive measures to control criminals.
Presenting a paper on the occasion, wildlife legal analyst Dr. Ravi Sharma Aryal said, some authorized officials in-charge of investigating the cases were using the loopholes of National Park and Wildlife Conservation Act for vested financial benefits from poachers and smugglers.
He suggested that a high level autonomous commission should be immediately constituted, new law pertaining to national park and wildlife preservation should be enacted scrapping old one, tribunals should be constituted to prevent endangered rhino from being poached.
In Nepal, endangered rhinos have been poached in remarkable numbers for few months and the issue of rhino preservation is in the center of discussions among forest and wildlife preservation communities.
