Interim Legislature Parliament today approved a constitution amendment bill for the third time. With this amendment, Nepal has turned into a federal republican country though the constitutional provision of republican will be only enforced once the first meeting of Constituent Assembly (CA) endorses it.
The third amendment bill tabled by Speaker Subas Nembang yesterday was approved by two-third majority in today's meeting of the house. 2,73 MPs out of 321 were present in the meeting and 273 participated in voting. Out of total voters, 270 MPs voted in favor of the bill while rest 3 voted against it.
Total 11 amendment proposals were tabled in the parliament. Out of these, nine proposals including those tabled by Pashupati Shamser Rana, Rajendra Mahato, Sunil Prajapati, Malla K Sunder, Kamansingh Lama, Padam Lal Bishwakarma and Surya Bahadur Thapa were rejected while Lila Mani Pokhrel of People's Front had withdrawn the proposal.
In amended constitution, article 159 has replaced provision 'regarding the King' by 'Provisions of the Head of the State'. Similarly, article 33 (A) of the interim constitution has been amended mentioning 'State will focus all its attention to conduct free and impartial election for the members of the CA within mid-April 2008".
The ratio of the CA members has also been amended in the constitution. Replacing the provision of two hundred and five members to be elected as CA members through first-past-the-post electoral system, the amended constitution says 'two hundred and forty' members will be elected in CA through this system.
The amendment has added "three hundred and thirty five" to be elected under the proportional electoral system in clause (b) of Article 63. In clause (c) of Article 63, the amendment has suggested "26 members" to be nominated by the council of ministers.
