The Constituent Assembly (CA) in its capacity as legislative parliament on Tuesday has passed the budget 2008/09 by a majority vote.
Speaking at the CA session held in its capacity of Legislature-Parliament Tuesday evening, Prime Minister Pushpa Kamal Dahal 'Prachanda' said that the government wil give continuity to all development programmes mentioned in the budget.
PM 'Prachanda' also announced the revial of the earlier norm of allocating Rs 1 million for each CA members as constituency development fund. He said the finance committee to be formed under the Legislature-Parliament will monitor all development and social awareness programmes.
CA members can spend the money through District Development Committees on development project of constituencies under his/her recommendation.
Earlier the fund was discontinued by previous government after protests.
Pledging to implement the past accords, PM 'Prachanda' has also promised to fulfill nine-point agreement signed with the Nepali Congress (NC).
" The government is committed to return all seized properties by December 15 in accordance with the seven-point agreement and one of the parliamentary committees will monitor the process," said PM 'Prachanda. He said that if anybody fails to receive his property back by that date, the state will provide relief to such a person and compensate for the property loss.
