President Dr. Yadav unveils govt policies and programmes

President Dr. Ram Baran Yadav on Wednesday unveiled the government's policies and programmes for the fiscal year 2065/66 at the fourth session of the legislative meeting of the Constituent Assembly (CA).

"Taking the peace process to a logical end, bringing about socio-economic transformation and writing new constitution on time will be the main priority of the government," said President Dr. Yadav.

President Dr. said that the government will implement past agreements reached with various groups including the Comprehensive Peace Accord (CPA), and the agreement with United Madhesi Democratic Front.

President Dr. Yadav also appealed all groups carrying out struggles in various parts of the country to suspend their activities and to come forward for dialogue.

According to the government's 90-point document on policies and programmes, the document, among others, has given top priority to generate 10,000 MW of electricity in ten years so as to achieve the goal of double-digit growth rate. It has also vowed to ensure electricity supply to all within ten years.

In order to promote economic activities through cooperatives, a high level Cooperatives Board chaired by Prime Minister will be formed.  Another high-level investment board, led by the PM, will also be formed to create investment-friendly environment and to encourage the private sector in setting up employment generating industries.

The government document has promised to set up a high-level Scientific Land Reforms Commission to initiate scientific land reforms.  Increasing the agricultural productivity and ensuring the food sovereignty of the people are also points emphasized in the agriculture sector.

A national level inclusive commission will also be formed in order to give due legal space to women, indigenous and ethnic communities, daltis, minorities, Madhesis and Muslim people in state mechanism.

Similarly, the document emphasized to initiate the construction of a new international and regional airport to attract more tourists in new areas of tourism. It said that the remittance will be best utilized in the development of national industries and infrastructure development through the introduction of an appropriate policy.

The parties have been asked to register their amendment proposals on the government's document by September 11. CA members are scheduled to debate on the policies and programme on September 12, 13 and 14, 2008.
