A foreign aid expert and former civil servant has expressed his dissatisfaction that despite the peace prevalent in the country, Nepal could not invest in rural areas in the sectors of education, health and infrastructure development irrespective of the interest shown by the donor community.
Ram Binod Bhattarai, former secretary of Ministry of Finance has said that Nepal never prepared for the management of foreign aid seriously with proper policies.
Making a presentation over foreign aid at Friday Management Talks organised by the Management Association of Nepal (MAN), Bhattarai said, “ we received all the aid whatever came to us but never prepared policies and plans to properly utilize it.”
“Effectiveness of aid depends on the effective implementation of aid, Nepal is left behind Bhutan when it comes to the implementation of foreign aid”, Bhattarai stated.
He, however said that foreign aid can be effective tool to curb poverty and achieve overall development to countries like Nepal.
“Nepal is a one of the poorest country with saving of 12 to 13 percent which is insufficient to cover up even general expenditure, in order to gain 8 to 9 percent of growth we need to invest 36 percent of GDP which is impossible without foreign aid”, Bhattarai said.
Citing the example of foreign aid for Pathlaiya road construction, he said that foreign aid are not always generous.
