House finally passes republic, adopts fully proportional electoral system

Special session of interim legislature parliament has finalized the issue of electoral system and republic this evening. The House has adopted the fully representative electoral system for Constituent Assembly (CA) elections and also passed the proposal of republican set up in the country to be proceeded for the implementation process as soon as possible. 

Finalizing the much-awaited debates with a majority,   the special session ended at 9 pm this evening. 

As per the understanding among the leftist parties, the CPN-UML had voted for Maoist's proposal of fully proportional representative electoral system and the Maoist had voted for UML's amendment proposal of the republic.

The special session of interim legislature parliament had seen voting to finalize the issue of electoral system and republic following the failure of seven political parties to reach a common ground of understanding.

The parties had held several rounds of bilateral and trilateral discussions to avert voting on the Maoist's motion of adopting fully representative electoral system and declaration of republic.

The session was deferred till today two days back for making efforts to avert the voting. However, due to the stance of political parties, no headway was made till the last minutes of House resumption. A meeting of seven political parties held today morning had ended inconclusively.

Though all the parties of Seven Party Alliance (SPA) could not reach a common ground of understanding, leftist parties had agreed to adjust the stances for voting each other's proposal. As per the understanding, UML had voted proposal of fully proportional representative electoral system and Maoist had voted for UML's amendment proposal of the republic.

Nepali Congress had voted against both of the proposals. However, Congress president and Prime Miniter Girija Prasad Koirala had discarded the voting stating that he opted to be neutral as he was prime minister of seven political parties.
